As of today, the total supply of USTC is 8,143,659,329. This number represents all the UST classic that exists today. Until USTC can be repegged to $1, the goal of the chain is to decrease supply by burning the tokens. If USTC can be repegged to $1, then it opens up doors to safely mint new USTC, allowing for supply to expand.
The current amount of USTC in circulation is 8,128,679,732, which is 99.82% of USTC's total supply. USTC are considered to be out of circulation when they are stored in the blockchains community pool. USTC cannot be staked.
Every time USTC is burned, total supply is reduced, which makes the token more scarce and may positively impact the USTC price. Conversely, if total supply increases, it may negatively impact the price.
USTC circulating supply is estimated based on the total supply of USTC, minus the tokens which are not readily available for trading by retail users. This number is estimated by subtracting the tokens which are locked up in the community pool.
The community pool is a blockchain treasury which is used to help fund critical development efforts. These tokens require a governance vote to be sold, which is why they are excluded from circulating supply. There is currently 14,979,597 USTC in the community pool.
Like many, I lost big during the Terra collapse. I didn't panic sell when UST de-pegged, and consequently lost a huge portion of my savings. It was a hard lesson to learn.
